Government Expands Global Talent Visa Route for Researchers

Expansion of the Endorsed Funder Route

The Government has expanded the Endorsed Funder route within the UK Global Talent visa, a UK Research and Innovation (“<span class="news-text_medium">UKRI</span>”) fast-track route for researchers and academics.

More than 100 research-intensive businesses have been added to UKRI’s list of approved research organisations. Those organisations may act as a host or employer for an eligible overseas researcher working on a qualifying project. Previously, the list principally comprised universities, higher-education institutions and independent research institutes.

Eligibility Remains Individual and Project Specific

Inclusion on UKRI’s approved-host list does not enable a company to secure a Global Talent visa for every employee. An applicant must make a critical contribution to work supported by a substantial grant or award from a UKRI-endorsed funder, as well as meeting the route’s other eligibility requirements.

Policy Objectives

The stated objectives of the expansion are to:

• assist UK businesses in securing specialist expertise in artificial intelligence, quantum technology, life sciences, clean energy, advanced manufacturing and creative technology;
• enable innovative companies to undertake more research and development in the UK, scale their operations and support skilled UK employment;
• strengthen the UK’s competitiveness as a destination for researchers and high-growth science and technology businesses; and
• allow successful Global Talent visa holders to benefit from the route’s flexibility, including changing employers or establishing spin-out companies.

Future Technology Research and Innovation Scheme

Separately, the Government intends to broaden the Future Technology Research and Innovation scheme under the Government Authorised Exchange route. The scheme enables eligible businesses operating in critical-technology sectors to host international researchers, scientists, interns and technical specialists for research, training and work placements lasting up to two years.

These measures form part of the Government’s industrial strategy, which seeks to use international expertise to promote innovation, investment and skilled employment across the UK.

Comment

The expansion offers a potentially valuable route for research-intensive businesses seeking to attract overseas talent for eligible, UKRI-funded work. However, businesses and prospective applicants should note that approved-host status is only one part of the eligibility analysis: the individual’s role, contribution to the qualifying project and the underlying funding arrangements must also meet the Global Talent route’s requirements.
